What.

Renstra Kemenparekraf 2020-2024 is Indonesia's tourism strategic plan, placing health tourism as a pillar of product diversification. The Ministry of Health parallel-issues a health-tourism roadmap focused on medical & wellness. Their combination = legal umbrella + policy umbrella + funding umbrella.

Why.

Regions with masterplans aligned to Renstra get easier access to: DAK physical & non-physical funds, destination-development grants, strategic-tourism-area certification, BKPM investment facilitation, international-exhibition exposure funded centrally. Regions without masterplans must compete with hundreds of other regencies for general budgets.

When.

Renstra 2020-2024 is in its final execution phase, and Renstra 2025-2029 is being drafted. Regions submitting inputs to the centre before Q2 2026 have a chance to enter the new document. Once finalised, priority slots will lock for five years.

Where.

Kemenparekraf's five priority destinations for health tourism: Bali, Yogyakarta, Bandung, Bintan, and Kepulauan Riau. But Renstra opens opportunity for other regions via the "new development destination" mechanism — which requires active local-government initiative. Non-proactive regions will not enter.

Who.

Central actors: Kemenparekraf (Directorate of Special Interest Tourism), Kemenkes (Directorate of Referral Healthcare Services), BKPM, Bappenas, related ministries. Regional actors: Sekda (coordinator), Tourism Agency Head (lead), Health Agency Head (medical substance lead), Bappeda (planner), DPMPTSP (licensing & investment). Technical partners: masterplan consultants, industry associations, academics.
